    Job Description

    GENERAL SUMMARY

    Leads, plans for, and oversees administration of Circulation and Technical Services sections of the library, fills in for City Librarian as Board of Trustees and Friends Board liaison. Facilitates communication between the City's Information Technology department, Technical Services, and Library Automation Software provider as well as with application, databases, and providers of downloadables.  Assists in preparation, administration, and monitoring of departmental budget; and in writing Strategic Plan, compiling Annual Report, and formulating policies as needed.     ESSENTIAL DUTIES & RESPONSIBILITIES

    The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

    • Supervises, recruits, selects, trains, advises, and counsels library personnel, with emphasis on Circulation and Technical Services staff.
    • Coordinates selection, purchase, implementation, updating, maintenance, invoices, agreements, training, evaluation, and promotion of library technology.
    • Develops, documents, implements, and evaluates library policies and procedures. 
    • Assists in the development of long- and short-term goals and objectives.
    • Assists in preparing, administering, and monitoring library budget.
    • Coordinates work schedules of library staff and provides proper coverage for Circulation and Technical Services sections of the library.  Monitors workflows of same to ensure effective and efficient delivery of library programs and services, adjusting priorities as needed.
    • Plans, promotes, and facilitates grant- and program-writing, administration, and evaluation.
    • May supervise in the absence of the City Librarian.
    • May present public events.
    • Performs all other related duties as assigned.

    MINIMUM QUALIFICATIONS

    • Master's Degree or equivalent in Library/Information Science from an ALA accredited institution
    • Five (5) to seven (7) years' experience; with one (1) to two (2) years' supervisory experience
    • Any combination of education, training, and experience, which provide the requisite knowledge, skills and abilities needed for this position, may be substituted or evaluated at the discretion of the City.

    COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

    Knowledge of:

    • Library automation and advances and trends in information science, as well as awareness of current issues in downloadable media platforms, formats, applications, and copyright.
    • Institutional, external, social, political and economic trends and operating problems impacting library services.

    Skill in:

    • Staff and process/workflow supervision, organization, coverage, and delegation.
    • Collection development, circulation of materials, maintenance, and evaluation
    • Project design, implementation, management, and evaluation.

    Ability to:

    • Communicate effectively, written, orally, and electronically. 
    • Interact with public of diverse backgrounds effectively, one-on-one or in groups, even under stressful situations.
    • Proactively address identified threats to library morale, image, assets, or services

    Tasks involve the ability to exert light physical effort in a sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a workstation or keyboard.
