    Position Description

    Harris County Public Library (HCPL) - History What began in 1921 and the years following as a collection of small libraries housed in stores, post offices and private homes has grown into a system of 26 branch buildings, 2 technology service centers, and 2 partner locations offering collection/circulation services. HCPL operates branches in unincorporated parts of Harris County and cities which do not have their own library systems. 

    Assistant Branch Manager I - Adult and Young Adult Programming (Barbara Bush Branch Library) Overview:

    Directs and coordinates the daily operations of the Adult and Young Adult Program Department. This position implements and interprets library policies for library users and staff, supervises and motivates staff, models and promotes exceptional customer service, and engages the community to ensure services meet customer needs and are aligned with the library and department strategy. They serve as a liaison between Library Departments, Branch Managers, and branch staff and monitor current strategic objectives to develop future library services, community partnerships, and programs. Exemplify the high standards and expectations for the library system in its daily operations and services.

    Duties & Responsibilities:

    • Selects, supervises, and coaches assigned staff 
    • Provides leadership and coordinates schedules and workflow for effective service delivery
    • Provides for the training and motivation of staff to make full use of individual capabilities and to meet changing system demands
    • Establishes work rules and performance standards, trains and coaches performance, and initiates and implements disciplinary actions as warranted
    • Identifies library needs in the community; plans and provides adult and young adult services and programs to meet community needs
    • Develops and manage the department's planned expenditures, including gift funds, when applicable; identify grant opportunities
    • Supervises the library in the absence of the Branch Director
    • Develops and maintains rapport with external stakeholders, including the library Friends 
    • Oversees the shaping of engaging and attractive adult and young adult collections through awareness of current literature
    • Prepares reports to compile and analyze the department's statistics
    • Attends staff and administrative meetings, activities, and professional conferences and actively serves on committees
    • Researches and applies for grant opportunities
    • Other duties as assigned

    Requirements

    Education & Experience:

    • Master's degree in Library and Information Studies or a related field from an accredited university or college
      • Consideration will be given to individuals currently pursuing a master's degree in Library Science and will be completing the degree within the next four (4) months. Proof of completion of the degree will be required for permanent status in the position.
    • Two (2) years of library experience working in a variety of roles displaying administrative, supervisory, and leadership skills in community engagement and planning, collection development and reference services, digital and Library technology, program management, and data analysis for the effectiveness of programs, services, and resources. 
    • Two (2) years of full-time progressive experience performing administrative, supervisory, or leadership responsibilities, overseeing and guiding the work of a team, managing resources, ensuring productivity, and fostering a positive work environment 
    OR
    • Bachelor's degree from an accredited college or university
    • Four (4) years of library experience working in a variety of roles displaying administrative, supervisory, and leadership skills in community engagement and planning, collection development and reference services, digital and Library technology, program management, and data analysis for the effectiveness of programs, services, and resources.
    • Four (4) years of full-time progressive experience performing administrative, supervisory, or leadership responsibilities, overseeing and guiding the work of a team, managing resources, ensuring productivity, and fostering a positive work environment 
    OR
    • Associates degree in any field or 60 hours of secondary education credits from an accredited college or university
    • Seven (7) years of library experience working in a variety of roles displaying administrative, supervisory, and leadership skills in community engagement and planning, collection development and reference services, digital and Library technology, program management, and data analysis for the effectiveness of programs, services, and resources. 
    • Seven (7) years of full-time progressive experience performing administrative, supervisory, or leadership responsibilities, overseeing and guiding the work of a team, managing resources, ensuring productivity, and fostering a positive work environment 
    OR
    • High school diploma or G.E.D. equivalent
    • Nine (9) years of library experience working in a variety of roles displaying administrative, supervisory, and leadership skills in community engagement and planning, collection development and reference services, digital and Library technology, program management, and data analysis for the effectiveness of programs, services, and resources. 
    • Nine (9) years of full-time progressive experience performing administrative, supervisory, or leadership responsibilities, overseeing and guiding the work of a team, managing resources, ensuring productivity, and fostering a positive work environment 
    Additional Requirements:

    • Available and reliable transportation for work-related duties. 
    Knowledge, Skills & Abilities:
    • Ability to maintain the highest standards of ethical behavior, exercising honesty and integrity, respect, confidentiality, and fairness in the execution of their official responsibilities.
    • Principles and practices of professional library work, including modern library methods, practices, techniques, and terminology
    • Principles and practices of supervision, training, disciplines, and performance coaching and evaluation
    • Policies, procedures, and functions of the library system
    • Establish and implement goals and objectives for the Library
    • Ability to exercise initiative and act with discretion
    • Analyze and respond to community needs and requests
    • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
    • Proficient with Social Media (Facebook, Twitter, Instagram, etc.) and using the internet
    • Working Knowledge of Office 365
    • Excellent communication skills (verbal & written)
    • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment
    • Ability to work well with public and staff members
    • Ability to exercise initiative and act with discretion

    General Information

    Position Type and Typical Hours of Work:

    • Full-Time | Regular 40 hours a week. 
    • Typical shifts are Day, Evening, Nights, Weekends, etc.
    • May require attending meetings, council session, or after-hours events and off-site meetings. 
    Salary:
    • $30.37 Per Hour
    • Paid Biweekly
    Work Environment and Physical Demands:  
    • Daily use of a computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell).
    • Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel, and GPS.
    • Exposure to Environmental Conditions: This position generally works in an office setting with overhead lighting and long periods of screen time. At times, work may be performed in an outdoor environment and may have possible exposure to inclement weather or various temperature changes.
    • There could be exposure to dangerous or aggressive/adverse populations.
    • Driving: Available and reliable transportation for work-related duties.  
    • Sitting for long periods; light physical activity that may include walking, standing, stooping, bending, reaching, lifting, and carrying.
    • Ability to lift, carry, and exert up to 25 pounds. Occasionally lifts, carries, and exerts up to 40 pounds.
    • Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communication in conversations, and respond to verbal inquiries.
