    Position Description

    Harris County Public Library (HCPL) - History What began in 1921 and the years following as a collection of small libraries housed in stores, post offices and private homes has grown into a system of 26 branch buildings, 2 technology service centers, and 2 partner locations offering collection/circulation services. HCPL operates branches in unincorporated parts of Harris County and cities which do not have their own library systems. 

    Supervisor III - Circulation Services Overview:

    Under general direction, this position is primarily responsible for ensuring the work of the Circulation Services and Interlibrary Loan staff is consistently performed in an efficient and safe manner while adhering to Harris County Public Library's approved policies and procedures. This position monitors staff productivity, advises branch staff regarding best practices, and appropriate actions to resolve circulation related disputes. This position also manages ongoing special projects involving special delivery of library holds to schools and other County departments. The incumbent performs lower to intermediate level Integrated Library System administrative duties as required. The incumbent performs other duties essential to the operation of the Library System as required. 


    Duties & Responsibilities:
    • Supervises and assists the Interlibrary Loan and Circulation Services staff in the performance of Circulation Services Department's regular duties.
    • Oversees the scheduling of special hold deliveries to schools, school districts and other County departments, including coordinating suspension and resumption of delivery and/or hold privileges for holidays and closures.
    • Negotiates equitable resolutions for library patron complaints/concerns referred to Circulation Services by branches or reciprocal partners.
    • Assists in development and delivery of circulation related training and implementation of new services.
    • Coordinates Circulation Services assistance for other Library departments/units with overflow work and special projects as needed.
    • Assists System Circulation Manager with Integrated Library System low to intermediate level administration duties as needed to ensure circulation transactions are completed/performed in an equitable manner consistent with Library policies.

    Requirements

    Education & Experience:
    • Bachelor's degree in any field from an accredited college or university
    • Two (2) years of supervisory experience, plus
    • Two (2) years of public library circulation experience
    OR
    • Associate's degree in any field or 60 hours of secondary education credits from an accredited college or university, plus
    • Four (4) years of supervisory experience, plus
    • Four (4) years of public library circulation experience
    OR
    • High School Diploma or G.E.D. equivalent, plus
    • Six (6) years of supervisory experience, plus 
    • Six (6) years of public library circulation experience  
    WITH
    • Unofficial copies of transcripts are required along with the application
    Knowledge, Skills & Abilities:
    • Ability to supervise others respectfully and effectively to ensure timely and efficient completion of assigned duties and compliance with Library and County policies
    • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
    • Excellent communication skills (verbal & written)
    • Excellent time management skills
    • Ability to organize multiple tasks and establish and shift priorities as required by the situations in the moment
    • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment
    • Ability to negotiate satisfactory resolutions to staff and/or patron conflicts/disagreements that are equitable and acceptable for all parties
    • Familiarity with Integrated Library Systems modules and functions (SirsiDynix Symphony preferred)
    • Familiarity with Interlibrary Loans and software used to mediate requests and loans
    • Experience generating and reporting performance statistics
    • Ability to work independently or as a member of a team to achieve organizational goals

    Position Type and Typical Hours of Work:

    • Full-Time | Regular 40 hours a week. 
    • Typical shifts are Day, Evening, Nights, Weekends, etc.
    • Typical work hours are Monday – Friday, 8:00 am – 4:30 pm (30 minute lunch) or 8:00 am – 5:00 pm (1 hour lunch). Start and end times are flexible up to 1 hour. Occasional evening or weekend work may be required. 
    Salary:
    • $23.76 Per Hour
    • Paid Biweekly

     

    WORK ENVIRONMENT:  
    • This job typically operates in a professional office environment with exposure to temperatures between 70 and 76 degrees
    • Occasional exposure to temperatures above 80 degrees may be required
    • This role routinely uses standard office equipment such as computers, phones,
    • photocopiers, filing cabinets and fax machines

     

    Physical Demands:
    • The work is often sedentary with occasional requirements to lift items up to 25 pounds in weight, move loaded book trucks, and sort items into delivery bins/boxes 

     

    Reporting Relationships:
    • Reports To Position: System Circulation Manager
      Supervises Positions: Circulation Services Specialist, Interlibrary Loan Specialist, Interlibrary Loan Technician
