    Position Description

    Harris County Public Library (HCPL) - History What began in 1921 and the years following as a collection of small libraries housed in stores, post offices and private homes has grown into a system of 26 branch buildings, 2 technology service centers, and 2 partner locations offering collection/circulation services. HCPL operates branches in unincorporated parts of Harris County and cities which do not have their own library systems.

    Policy Analyst Overview:

    The Policy Analyst will work closely with the Director of Research and Development and other staff to assist with program development, calls for projects, grant writing, and coordination. Policy Analyst will analyze goals for various grant programs and develop policies, criteria, and qualifications for programs to be administered by Harris County in partnership with other local governments. The policy analyst will be primarily responsible for understanding new public funding opportunities available to Harris County and developing new programs to be administered by the Harris County Public Library. The efforts of this position will focus primarily on the subject areas of policy analysis, planning, reporting, and development. This will require working and coordinating with staff members of multiple County departments and local governments and a general knowledge of local government organization and operations. 


    Duties & Responsibilities:
    • Researches, gathers, compiles, analyzes, and summarizes data and information for Harris County Public Libraries and management related to municipal policies, legislation, planning, and other areas and projects as assigned; provides general recommendations and ideas for policy development.
    • Research funding opportunities to understand policy implications, applicable criteria, and optimal strategies for securing funding.
    • Demonstrates key knowledge of industry trends and general policy and procedural needs present in the County and its departments.
    • Develop internal project eligibility and selection criteria for Harris County-administered funding opportunities.
    • Develop application process and schedule and coordination requirements for local governments to participate in Harris County administered funding opportunities.
    • Develop and write grant proposals to federal and state governments, foundations, and other grant-making organizations.
    • Conducts research on regional and other plans to analyze impacts and serve as a knowledgeable resource; serves as a subject matter expert on policy development and analysis
    • Creates, develops, and implements reporting tools and content; prepares, drafts, and distributes required documents, forms, and reports to facilitate policy development and timely, accurate, and consistent communication.
    • Assemble and submit grant requests, including letters, proposals, budgets, and presentations.
    • Prioritize projects to keep multiple projects moving in a timely manner, meet deadlines and manage multiple proposals.
    • Assists in the timely preparation and submittal of grant reimbursement packages, drawdown, journal Entries, etc.
    • Assists with special projects and must be willing to perform other grant-related duties as assigned.
    • Coordinates with other divisions and responds to requests for information
    • Prepares resolutions and other documents and agenda items as needed; provides regular briefings on areas of responsibility to facilitate timely information sharing.
    • Performs a wide range of technical, analytical, and general administrative duties.
    • Establishes and maintains various in-house spreadsheets and other grant-tracking tools.

    Requirements

    Education:

    • Bachelor's degree in public administration, public relations, political science, communications, or related field 
    Experience:
    • Three (3) years of verifiable experience in policy research, analysis, and development, public administration, intergovernmental affairs, or a related area 

    Knowledge, Skills & Abilities:
    • Knowledge of principles and practices of effective research, data analysis, policy development, and the legislative process
    • Knowledge of practices, services, and operations of municipalities
    • Knowledge of the principles and practices, services, and operations of municipalities
    • Knowledge of the principles and practices of grant administration and grant writing skills
    • Ability to plan and organize work, perform under pressure, and meet deadlines
    • Strong problem-solving, critical thinking, and analytical skills
    • Ability to analyze and interpret data for accuracy and be detail-oriented
    • Ability to communicate complex information clearly and concisely both orally and in writing for internal and external sources and keep management informed

    General Information

    Position Type and Typical Hours of Work:

    • Full-time | Regular – 40 hours a week 
    • Typical shifts are Day, Evening, Night Weekends, etc.
    • Hybrid schedule 
    • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department. 
    • May require attendance at evening meetings, council sessions, or after-hour events and off-site meetings. 
    Salary:
    • $36.06 Per Hour
    • Paid Biweekly

     

    Work Environment & Physical Demands:  
    • Driving: Available and reliable transportation for work-related duties
    • Office Equipment: Daily use of a computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell). Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel, and GPS.
    • Physical Activities: Sits for long periods of time; light physical activity that may include walking, sitting, standing, stooping, bending, reaching, lifting, and carrying
    • Lifting: Ability to lift, carry, and exert up to 25 pounds. Occasionally lifts, carries, and exerts up to 40 pounds
    • Vision and Hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation, and respond to verbal inquiries.
    • Exposure to Environmental Conditions: The position generally works in an office setting with overhead lighting and long periods of screen time.
