    Schedule:
    The weekly work schedule for this position will include nights and weekends. Due to the nature of the position, occasional work outside of normal business hours will be required.
    Salary:
    $56,514 - $70,013/yr, depending on qualifications and experience.
    Position Summary:
    Garland Public Library is seeking a library branch manager who is passionate about serving staff and the Garland community. The ideal candidate will lead an energetic and creative staff in a growing and diverse area of the Dallas-Forth Worth Metroplex.  Working with Library Administration, this position will help to promote the Library's mission and goals, manage the day-to-day operations of a library branch facility, manage the library's collections, and work to provide library programs and services to community.
    This position is responsible for performing a full range of professional library work, including the performance of a variety of duties involved in planning, coordinating, and implementing library services and programs. Serves as the lead librarian at the Central or branch library, interpreting and enforcing library policies.  Also, responsible for analyzing the public's library needs, selecting library material, advising the public in their use of library materials, assisting library users with online resources and technologies, and handling reference and information search requests.
    Essential Duties and Responsibilities
    • Communicate with Administrative staff regarding the improvement of services and handling of public issues and concerns. 
    • Serve as a member of the Department's Management Team; actively participate in discussions and carry out assigned activities.
    • Use up-to-date knowledge of managerial policies, practices, and controls, including federal, state, and city laws, rules, and regulations to manage a branch library.
    • Develop and implement programming ideas that support the Library's mission and goals. Evaluate the effectiveness and quality of existing programs ensuring that they address customer needs and interests.
    • Oversee and administer all cash receipts, including the training and oversight of staff collecting funds, as well as providing accurate records of receipt and preparing funds for deposit.
    • Analyze service delivery and recommend revisions to policy and procedure to improve service.
    • Provide employee training, coaching, and counseling. Monitor performance. Complete evaluations and goal setting.
    • Perform administrative record keeping and reporting including activity reports, timesheets, surveys, analyses, etc. Analyze branch budget needs and submit annual branch funding requests.
    • Make recommendations for purchase of library materials based on knowledge of community interests. Manage library collections to ensure they meet community needs.
    • Develop cooperative and congenial relationships with service area organizations and community leaders.
    • Monitor building and grounds maintenance needs and custodial needs of library facility, including furnishings, equipment, and grounds to ensure proper working conditions.
    • Assist and train patrons in the use of Internet, applications (productivity software), and reference databases to meet their informational needs.
    • Provide professional reference and reader's advisory services to library users.
    • Monitor current events, trends, and popular culture to forecast customer demands.
    Minimum Qualifications
    • Master's Degree in library and information science (MLS, MLIS) from an American Library Association accredited college or university
    • 4 years professional library experience
    • 2 years-experience in a public library
    • Up to 1 year of experience in a supervisory role  
    Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
    Preferred Knowledge, Skills & Abilities
    Education/ Experience:
    • 2 years' recent experience in public services at a medium-sized, multi-branch public library

    • Change Management: Demonstrated experience in creating a culminate in which people embrace changes; proactively promotes innovative thinking; embraces diversity in ideas, people, and organizations.
    • Operations Management: Solid experiences in managing day-to-day library branch operations, service initiatives; excellent listening, presentation, and time management skills.
    • Intermediate skill with Microsoft Office software (Word, Excel, PowerPoint, Publisher, Outlook, Access)
    • Ability to handle customer issues and complaints appropriately
    • Ability to speak and read Spanish or Vietnamese
    Licenses and Certifications
    • Valid Class C Texas driver's license
    Physical Requirements / Work Environment
    The incumbent works in a typical library environment with low to moderate noise levels, controlled temperature conditions, and some exposure to dust and some minor physical labor required. Work assignments may be at any of the four library locations and may vary, depending on departmental needs, with travel between library and City facilities, as required. Reliable personal transportation will be needed. Work is performed throughout the library with standing in, and walking between, work areas. Must be able to reach materials at 90" height shelving with a stepstool or shelving at floor level, push/pull a loaded book cart, lift up to 30 pound bins infrequently, with the use of proper equipment, utilize keyboard and peripherals, and operate a telephone. Employees may interact with upset members of the public while interpreting and enforcing departmental policies and procedures.
