    Position Summary

    Starting Hiring Salary: $90,667.20 - 115,585.60

    The purpose of this position is to manage the City's public library services by providing administrative direction, supervising, and serving as a representative for the Library under the supervision of the City Manager.

    Essential Job Functions

    • Responsible for providing professional expertise and managing all aspects of the library.
    • Ensures that the library provides a high-level of customer service and personal interaction with patrons, elected officials, and employees.
    • Administers, plans, and oversees all Library Department programs, services, equipment, and facilities. This includes promotion of Library programs, services, and public relations efforts to increase exposure and increase participation in programming.
    • Manages staff through performance, establishing department goals, and planning and assigning duties in an effort to accomplish department's goals and the City's need.
    • Responsible for the development, implementation, and management of policies and procedures related to library administration and management under the guidance of the City Manager and City Council, as necessary, by maintaining a thorough understanding of all applicable regulations, providing recommendations, and aligning operations with the goals of the department and city.
    • Ensures compliance with local, state, and federal regulations and best practices related to public library functions to include, but not limited to the Texas Government Code, Texas Library Systems Act, and regulations regarding the confidentiality of library records.
    • Oversees the management and administration of the budget by preparing, forecasting, coordinating, and monitoring budget expenditures and adjustments, to include grant management for the library.
    • Responsible for planning, forecasting, and knowing trends in library management and the city's and department's needs related to future plans or services for the library by developing, implementing, and managing capital improvement project budgets; participating in professional organizations; pursuing grants; and providing strategic planning to support future needs.
    • Responsible for maintaining relationships with elected officials, board members, and city employees, which includes researching, providing, and presenting information; serving as a liaison to city board(s), elected officials, city employees, and the public as necessary; and serving as a city liaison to various external library systems and boards including the Texas State Library and Archives Commission.
    • Responds to and resolves customer complaints in a timely, effective, and professional manner.
    • All other duties as assigned.

    Education and Experience

    Bachelor's and Master's Degree in Library Science, or a related field, from an American Library Association accredited college or university is required.

    Five (5) years experience in a professional level library, including a minimum of two (2) years supervisory experience, is required. Experience with a municipal library is preferred.

    Knowledge, Skills, and Abilities

    The following is required and must be possessed by incumbent:

    • Advanced knowledge of practices, procedures, and techniques relating to public library operations.
    • Advanced knowledge of city and departmental practices, procedures, systems, and federal, state, and local laws, regulations, codes, ordinances, and best practices relating to public libraries.
    • Knowledge of and ability to correctly interpret, explain, and apply laws, rules, operations, practices, procedures, regulations, and policies.
    • A comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
    • Ability to allocate and utilize limited resources in a cost-effective manner.
    • Knowledge of library systems.
    • Ability to effectively supervise staff in a proactive, appropriate, and productive manner.
    • Ability to regularly interact with others and exchange and receive of information, providing effective and tactful customer service, and work independently with a high level of discretion.
    • Ability to learn and perform computer network administration tasks.
    • Ability to maintain effective working relationships with subordinates and fellow employees.
    • Ability to maintain a high level of confidentiality which includes managing documents and issues appropriately.
    • Advanced ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias, to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions, and measurement and to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
    • Advanced ability to interact with the public and coworkers in a professional and congenial manner.
    • Advanced ability to learn and perform basic operational, technical, and office processes.
    • Advanced ability to be organized and have efficient management of time and deadlines.
    • Knowledge, skill, and ability to utilize telephones, fax machines, computers, and applicable software on a daily basis.
    • Advanced skill level in data entry and preparing accurate reports.
    • Advanced ability to communicate in a clear, effective, and concise manner, both orally and in writing.
    • Ability to follow instructions, safety practices, and perform work accurately and thoroughly which requires performing multiple tasks simultaneously under time pressures and deadlines.
    • Ability to establish and maintain effective working relationships.
    • Ability to be punctual and attend work regularly.

    Special Requirements
    Mobility within an office environment is required.

    Ability to work flexible hours including attending various meetings and events outside of business hours.

    Licenses & Certifications
    Must possess and maintain a valid driver's license with acceptable driving record as established by the City of Midlothian driving standards.

    Work Environment
    Works primarily in climate-controlled office environment. Physical demands are primarily sedentary in nature and require prolonged periods of sitting, walking, standing, and bending/stooping. Physical demands require occasional lifting and carrying up to 35 lbs., pushing/pulling objects up to 100 lbs., climbing stairs/ladders/step stools, overhead reaching, and working in confined spaces. Work may cause light fatigue of eyes and fingers because of routine use of motor senses, and occasional exposure to dust, odors, and mechanical and electrical hazards.
