    Position Description

    Harris County Public Library (HCPL) - History What began in 1921 and the years following as a collection of small libraries housed in stores, post offices and private homes has grown into a system of 26 branch buildings, 2 technology service centers, and 2 partner locations offering collection/circulation services. HCPL operates branches in unincorporated parts of Harris County and cities which do not have their own library systems. 

    Branch Manager (Crosby Branch Library) Overview :

    This position is responsible for directing and overseeing the daily operations of the Library Branch, including the library services departments, and setting priorities, implementing and interpreting library policies for library users and staff. Supervises and motivates staff, models and promotes exceptional customer service, and engages the community to ensure services meet customer needs and align with library strategy. Serve as a liaison between Library Administration, other branches, library departments, and branch staff, and monitor current strategic objectives to develop future library services and programs. Forms and maintains strategic community partnerships. 


    Duties & Responsibilities:
    • Supervise staff and volunteers and coordinate workflow for effective service delivery
    • Trains, coaches, mentors, schedules, and evaluates staff performance
    • Work effectively with the Library Friends group and cultivate relationships with other community groups
    • Identifies library needs in the community; sets priorities for the library and departments, aligns them with the system goals and community needs
    • Explain and administer library policies and procedures
    • Develops and manages the branch's planned expenditures, including gift funds, when applicable
    • Manage collection maintenance and promotion of the branch collections through selection, weeding, and displays
    • Promote teamwork and cooperation through productive interactions with colleagues at other branches, Library Administration, and Library Circulation
    • Prepares reports and compiles and analyzes branch statistics as needed
    • Attends staff and administrative meetings, activities, and professional conferences, and actively serves on committees
    • Exemplify the high standards and expectations for the library system in its daily operations and services
    • Other duties as assigned

    Requirements

    Education & Experience:

    • Master's Degree in Library Science or Information Studies from an accredited university or college.
      • Consideration will be given to individuals currently pursuing a master's degree in Library Science and will be completing the degree within the next four (4) months. Proof of completion of the degree will be required for permanent status in the position.
    • Three (3) years of full-time library experience in community engagement and planning, collection development and reference services, budgeting, and financial resource management, digital and Library technology, program management, or data analysis for the effectiveness of programs, services, and resources.
    • Three (3) years of full-time progressive experience performing administrative, supervisory, or leadership responsibilities overseeing and guiding the work of a team, managing resources, ensuring productivity, and fostering a positive work environment.
    OR
    • Bachelor's degree from an accredited college or university.
    • Five (5) years of full-time library experience in community engagement and planning, collection development and reference services, budgeting, and financial resource management, digital and Library technology, program management, or data analysis for the effectiveness of programs, services, and resources.
    • Three (3) years of full-time progressive experience performing administrative, supervisory, or leadership responsibilities overseeing and guiding the work of a team, managing resources, ensuring productivity, and fostering a positive work environment.

    Knowledge, Skills & Abilities:
    • Demonstrated leadership and management experience
    • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
    • Excellent communication skills (verbal & written)

    • Excellent interpersonal skills

    General Information

    Position Type and Typical Hours of Work:

    • Full-Time | Regular 40 hours a week. 
    • Position generally scheduled Monday - Friday; occasionally weekend work. 
    • May require attendance at evening meetings, council sessions, or after-hour events and off-site meetings.
       
    Salary:
    • $32.45 Per Hour
    • Paid Biweekly

     

    Work Environment & Physical Demands:  
    • Driving: Available and reliable transportation for work-related duties.
    • Office Equipment: Daily use of a computer, keyboard, copier, scanner, printer, calculator, phone (desk and cell). Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel, and GPS.
    • Physical Activities: Sits for long periods; light physical activity that may include walking, sitting, standing, stooping, bending, reaching, lifting, and carrying.
    • Lifting: Ability to lift, carry, and exert up to 25 pounds. Occasionally lifts, carries, and exerts up to 40 pounds.
    • Vision and Hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation, and respond to verbal inquiries.
    • Exposure to Environmental Conditions: The position generally works in an office setting with overhead lighting and long periods of screen time.

    Employment may be contingent on passing a drug screen and meeting other standards.
