    Position Description

     

    Harris County Public Library (HCPL) - History What began in 1921 and the years following as a collection of small libraries housed in stores, post offices and private homes has grown into a system of 26 branch buildings, 2 technology service centers, and 2 partner locations offering collection/circulation services. HCPL operates branches in unincorporated parts of Harris County and cities which do not have their own library systems.

    Supervisor III - Mobile Outreach (Administrative Office) Overview:
    Responsible for oversight, supervision, and leadership of the Curiosity Cruiser team at Harris County Public Libraries under the direction of the Manager IV of Outreach Services; Coordinates the daily operations of mobile outreach vehicles; collaborates with the Outreach Manager to review outreach team operations and key data to ensure the target populations are being reached effectively and efficiently; develops new partnerships and fosters existing relationships with outside organizations; assists the Outreach Manager with coordination of system-wide outreach events; assists in the development of policies and procedures relating to general library outreach. 

     

    Duties & Responsibilities:
    • Selects, supervises, and coaches assigned staff
    • Provides leadership and coordinates schedules and workflow for effective service delivery
    • Provides training and motivation to staff to utilize individual capabilities and meet changing system demands
    • Establishes work rules and performance standards, coaches performance, and implements disciplinary actions as warranted
    • Participates in outreach events throughout Harris County
    • Coordinates with partner organizations to support partner outreach programming
    • Creates mobile literacy and STEM-related programming for youth
    • Provides support to all mobile outreach staff and assists with coordinating general outreach programming and events
    • Assists with duties related to the Programming, Partnerships, and Outreach Division as needed
    • Develops and maintains cooperative relationships with local schools, youth organizations, living facilities, community groups, and other partner organizations
    • Assists with collection development for the Curiosity Cruiser program
    • Tracks current stock of books and program materials
    • Orders new program supplies and materials as needed for outreach staff
    • Operates, drives, and performs basic maintenance on outreach vehicles
    • Researches trends, technology, and products in the field of STREAM education to develop and lead new and relevant outreach programs and services for children ages 0-18
    • Assists Outreach Manager with drafting policies and procedures for outreach services HCPL system
    • Supervises the Outreach team in the absence of the Outreach Services Manager
    • Prepares reports to compile and analyze the department's statistics
    • Acts as a costumed mascot when needed
    • Attends staff and administrative meetings, activities, and professional conferences, and actively serves on committees
    • Performs other duties as assigned

    Requirements

    Education & Experience:

    • Bachelor's Degree from an accredited college or university
    • Four (4) years of library experience working in a variety of roles, displaying administrative, supervisory, and leadership skills in community engagement and planning, collection development and reference services, digital and Library technology, program management, and data analysis for the effectiveness of programs, services, and resources 
    • Four (4) years of full-time progressive experience performing administrative, supervisory, or leadership responsibilities, overseeing and guiding the work of a team, managing resources, ensuring productivity, and fostering a positive work environment
    OR
    • Associates degree in any field or 60 hours of secondary education credits from an accredited college or university
    • Six (6) years of library experience working in a variety of roles, displaying administrative, supervisory, and leadership skills in community engagement and planning, collection development and reference services, digital and Library technology, program management, and data analysis for the effectiveness of programs, services, and resources
    • Six (6) years of full-time progressive experience performing administrative, supervisory, or leadership responsibilities, overseeing and guiding the work of a team, managing resources, ensuring productivity, and fostering a positive work environment
    OR
    • High school diploma or G.E.D. equivalent   
    • Eight (8) years of library experience working in a variety of roles, displaying administrative, supervisory, and leadership skills in community engagement and planning, collection development and reference services, digital and Library technology, program management, and data analysis for the effectiveness of programs, services, and resources
    • Eight (8) years of full-time progressive experience performing administrative, supervisory, or leadership responsibilities, overseeing and guiding the work of a team, managing resources, ensuring productivity, and fostering a positive work environment
    Licensure: 
    • Valid Texas driver's license upon hire
    Additional Requirements:

    Knowledge, Skills & Abilities:
    • Principles and practices of supervision, training, discipline, and performance coaching and evaluation
    • Principles and practices of professional library work, including modern library methods, practices, techniques, and terminology
    • Safe driving practices and traffic laws with a demonstrated ability to operate and drive transit vehicles in a safe manner
    • Strong analytical and problem-solving skills, with the ability to identify challenges and proactively work to find solutions
    • Ability to research, evaluate, and utilize technology and equipment for the development of children's programming, such as STREAM programming for children
    • Ability to operate a medium-sized cargo truck with a weight load capacity of approximately 1,500 to 6,000 pounds
    • Ability to work independently with limited supervision, as well as collaboratively with the Programs, Partnerships & Outreach Team
    • Excel in customer service skills, demonstrating empathy, effective communication, and adept problem-solving abilities
    • Ability to maintain the highest standards of ethical behavior, exercising honesty and integrity, respect, confidentiality, and fairness in the execution of official responsibilities
    • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment
    • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)
    • Proficient with Social Media platforms (Facebook, Twitter, Instagram, etc.) and adept at using the internet
    • Excellent communication skills, both verbal and written

    • $27.82  Per Hour
